EU: List of non-cooperative jurisdictions

The European Union has updated its list of non-cooperative jurisdictions.

The Bahamas and the Turks and Caicos Islands have been removed from Annex I, while Albania, Aruba, Botswana, Dominica, Israel and Hong Kong (SAR) have been removed from Annex II and placed on the white list.
Belize and the Seychelles have been moved from Annex I to Annex II.

Annex I therefore includes American Samoa, Anguilla, Antigua and Barbuda, Fiji, Guam, Palau, Panama, the Russian Federation, Samoa, Trinidad and Tobago, the US Virgin Islands and Vanuatu.

Annex II comprises : Armenia, Belize, British Virgin Islands, Costa Rica, Curacao, Eswatini, Malaysia, Seychelles, Turkey and Vietnam.

These lists should be updated again in October 2024.

The list comprises three categories:
  • Annex I, known as the 'black list': with jurisdictions identified as uncooperative and showing little commitment to the fight against money laundering.
  • Annex II, known as the 'grey list', with jurisdictions that have shown a willingness to improve their practices, but have not yet achieved the level of compliance necessary to be included on the white list.
  • Finally, there is the white list of jurisdictions that comply with international tax standards.
It is recommended that everyone follows the evolution of these lists, taking into account the defensive measures applied by the various Member States.

These lists are regularly updated, as in October 2023 and February 2023, and should be updated in October 2024.
